Graham (Hugh Dancy) seemed hell-bent on arresting Dr. Lecter (Mads Mikkelsen) as he carefully connived a plan with Jack Crawford (Laurence Fishburne), but his confusing decision to warn Hannibal of the FBI's arrival shows that perhaps he believes incarcerating the good doctor to be the wrong choice.
As well as Dancy can explain it, it appears neither running off with Hannibal nor putting his away will give Will piece of mind. However, getting gutted by Hanni in "Mizumono" probably wasn't what he wanted either.
"There is no conceivable outcome that's going to be uniquely satisfying for Will. He's gone past the point that just apprehending Hannibal is going to draw a line under everything for him, because he's opened up too big a can of worms in his own psyche," Graham explained to TV Line. "Equally, he's never just going to pull out a gun and shoot Hannibal. They moved past that point. But the idea of running off over the horizon with Hannibal for some kind of glorious Mediterranean serial-killing retreat is also... clearly there's more to Will than that as well."
