Dwayne Johnson Picks DC Character To Play, But When Will The Movie Come?
Maxwell Lord, a billionaire who helped to form the Justice League in the comics, is rumored to appear in the movie and aid the Justice League as they try to get started with their new organization.
In the comics, Maxwell Lord spent the years training to be ruthless and powerful and methodically enact his revenge against the Chimtech administration board members after his father's suicide. Lord was unable to prevent Lex Luthor from acquiring his former property and adding it to the already immense LexCorp.

By observing how Lex made profit by arming and employing hostile metahumans, Maxwell and his mother decided to bend the rules for themselves, cajoling instead heroic metahumans to give Maxwell Lord a better edge. Thus, he sparked the plans to bring the Justice League, leaderless and broken after the Crisis on Infinite Earths event, under his exclusive control.
Luthor is seemingly getting a lot more power, especially in Metropolis, after the events of Man of Steel left the city in shambles. This could lead to Luthor's power rising, especially with whatever happens in Batman v Superman, and Lord trying to compensate by helping the Justice League form their team.
Lord also has his own powers and is able to telepathically change people's minds, which could come into play with some of the heroes of the Justice League and possibly cause problems with their benefactor.
