"He's scarred for the rest of his life. His life will never be the same," the teen's aunt said.
His attackers were 19-year-old Quintavious Barber and 18-year-old Malik Moton after the two accused Clay of stealing a PlayStation 3.
"I think it's ridiculous somebody would do a child like that," neighbor Tamara Miller said.
"They were friends. Everybody was supposed to be friends," neighbor Laprell Grant said.
Clay has reportedly been in jail for a burglary but was released into a three-month program that is offered by a nonprofit.
"He didn't have any supervision, none," the teen's aunt said.
The teen has reportedly been staying in different places rather than staying in group home.
"I'd rather my nephew be in jail than to be here," the aunt said.
Doctors will reportedly be taking Clay off the ventilator today to do more surgery.
The two teens accused of attacking him are facing aggravated assault and cruelty to child charges.
