Kim Richards is an unfit dog owner, according to experienced dog trainer David Utter.

"That dog does not belong in the hands of Kim. Kim Richards does not qualify to own a dog," the California-based dog trainer told TMZ.

Since Animal Control won't step in unless a complaint is filed, Utter said Richards needs to give the dog to a fit owner. A proper owner, he said, will allow the dog to become obedient.

Utter, who was hired by Bravo last year to train Kingsley, was attacked by the Pitbull during an episode the Real Housewives of Beverly Hills.

"You can't candy coat this - This is gross negligence. It's prior knowledge to a vicious dog," he said. "Kim has to realize that she should own a goldfish or a turtle."

Utter's frustration comes days after Richards' dog attacked her 18-year-old niece, Alexia Umansky. Kyle Richards' daughter was rushed to Cedars-Sinai Medical Center and underwent surgery.

Kim released a statement about the incident, which occurred in her Los Angeles home, and explained what led to the attack.

"First off let me start by saying the safety and welfare of my family means the world to me. I love Alexia like she is my own child and have been in constant contact with my sister Kyle and niece," she said. "The events that led up to Kingsley biting Alexia resulted from the girls entering my bedroom after I already told them my room was off limits."

She added: "At this point I am looking at options to what the next step is for Kingsley. As many of you can relate, he is my best friend. This is a very difficult decision and time for all of us, but the safety of my family always comes first."
