Liz (Megan Boone) and Reddington (James Spader) managed to turn the Cabal against the Director and remove the price from Lizzy's head, but the FBI doesn't want her back. It turn out you can't just murder the Attorney General and think Red's legerdemain will make the Bureau look the other way.
"She's no longer an FBI agent," series creator Jon Bokenkamp told Entertainment Weekly. "Her badge has been taken away. The best thing they can call her is a consultant. She's almost more like Reddington than she was before."

Despite this, Keen will be able to dive into a whole new pile of trouble soon enough. Apparently the Cabal was the tip of the iceberg, and we all know what the bottom did to the Titanic.
"One of the things that Red alludes to in episode 11 is that the fight with the Cabal is the tip of the iceberg. It's part of a much larger puzzle," Bokenkamp teased. "His plan is much larger, and the dangers that they face are much larger than Liz has really understood to date."
