He was hesitant to accept her proposal of marriage because he knew if she learned he was still working on a way to con her father out of a huge business deal, she'd leave him, but Billy (Jason Thompson) will find a way to make everything work in his favor on The Young and the Restless.

He and Phyllis (Gina Tognoni) realized that they could find a way to still get the Internet security deal that wouldn't jeopardize their relationships, or put Phyllis' daughter, Summer (Hunter King), in jeopardy. And with confidence from the new plan injected into him, Billy will decide to let Victoria know that he has every intention of marrying her again--and will make sure that Victor (Eric Braeden) knows there is nothing he can do to stop them from being together this time.

"You can try to have us both arrested this time. It's not going to change," Billy warns in a preview clip for the Monday, Feb. 15 episode. "I'm going to marry her because I love her."

However, he may be shocked when Victor chooses to be supportive for once--and even commends his foe for coming to him like a man to tell him about his interest in his daughter. Knowing he actually has Victor's blessing this time, Billy will then take things one step further and request his father-in-law's help in pulling off the perfect surprise for Victoria--a romantic proposal.
