Ethan Burke is finally in a position to ask questions on Wayward Pines, or so he thinks.

The FBI agent will find himself elevated to a position of power once more during episode 4, but he will quickly learn that he is still in a pawn in someone's disturbing game.
"As long as I'm sheriff, I will do everything in my power to ensure that the evils of this town are brought to light and that the true criminals are brought to justice," Ethan (Matt Dillon) publicly states on the eve of his promotion.

Sadly, the first "evil" he will have to conquer will be Peter McCall (Justin Kirk). A violator of Wayward Pine's three-strike policy, McCall is required to undergo a "reckoning" after he defaces public property. As much as Burke would like to fight Pines' disturbing and violent laws, the voice on the other end of he phone seems particularly insistent.
"They start treating him as if he's the sheriff of the town. He uses that as an opportunity to find out who really is running this place and ask questions," Dillon explained in a featurette for "One of Our Senior Realtors Has Chosen to retire." "It's such a peculiar town and they have a particularly strange way of trying to get people to fall in line."
Luckily, however, McCall will leave Burke with a few insights to ponder. First, what is the one way to exit the town? Second, is the wall keeping the residents in or is it keeping something more sinister out?
