The Brit will join the cast as Banks, according to Deadline, a new character that will become a major recurring role.
Described as an "authoritative and intimidating" agent, Howard's role may read like a villain, but Deadline reports that Banks is actually an agent. It is implied he is working for SHIELD.

The ABC series began shooting for season 3 last week. While season 1 revolved around Hydra and season 2 brought in the Inhumans, Clark Gregg (Coulson) believes this fall will be very much dominated by SHIELD's version of the Secret Warriors.
"We are doing a version of [Secret Warriors] on Agents of SHIELD," Gregg told TV Equals at San Diego Comic-Con. "That means we are going to try and gather people like Skye on a very, very top secret team. I have a feeling, once again, Coulson will be wrangling some very special people and that can really go wrong, [but] something that can really go right."
Agents of SHIELD will return to ABC's 9 p.m. Tuesday spot this September.
